New York Legislators Resist Congestion Pricing. By Jeremy W. Peters, NYTimes, April 3, 2008. "The plan to charge drivers $8 to enter Manhattan below 60th Street met with stiff resistance from Democrats in the State Assembly on Wednesday night, suggesting that [Mayor Bloomberg] has a difficult path ahead of him... Assembly Democrats, who were weighing in... for the first time since the City Council [approved the plan] Monday night, appeared to be leaning heavily against [it]... Meanwhile, environmental activists wearing green pro-congestion pricing T-shirts roamed the hallways. A crucial question was whether the congestion pricing measure will be considered as part of the sprawling budget negotiations, which could potentially give it more urgency and momentum, or separately. Assembly Speaker Sheldon Silver has resisted any effort to tie it to the budget, [saying] the Assembly would not vote on [it] until completing the budget."
