The proposal is essentially the same as one passed out last month by the House Energy and Utilities Committee, [which] is still waiting to be debated on the House floor. Then there is the bill already approved by the entire Legislature and vetoed by Gov. Kathleen Sebelius. The Senate passed that bill with more than the two-thirds majority needed to override [her] veto, but the House has consistently been 7 to 9 votes shy of the 84... necessary, [and] supporters... have been searching for... votes. The Senate has until this Saturday to override, and if successful, the House would then have another 30 days to overturn the governor's decision."
