2nd California Town Considers Bonds for Sustainable Development. By Alex Breitler, Stockton Record, September 13, 2008. "This conservative Central Valley town might adopt a solar energy program inspired by an unlikely role model: Berkeley. Galt officials are considering a plan that would help people pay for solar panels on their roofs, as well as other improvements, such as double-pane windows, efficient air conditioners or water-thrifty toilets. The city would sell bonds to pay for the often expensive installations. Willing homeowners would then pay back the city over a period of up to 20 years. Mayor Andrew Meredith got the idea at a conference about a year ago, when Berkeley presented its own program, the first of its kind in the nation... Concern for the Earth crosses political and cultural divides, Meredith said."
