Toronto Weighs Leadership Role in Reducing Landfill Waste. By Jennifer Lewington, Toronto G&M, September 11, 2008. "With time and patience running out, the city of Toronto is considering tough action to curb waste generated by overly packaged consumer products. From an outright ban on materials used in food takeout to a tax on retail plastic bags to a city-run deposit-return program, all options are on the table, to the dismay of industry... Yesterday, at a city-sponsored event... clear battle lines emerged between industry advocates who prefer voluntary measures and municipal officials who warn new rules may be needed to reduce plastic and other materials sent to landfill... Any move to ban certain types of packaging or impose new taxes or fees would put Toronto at the forefront of Canadian municipalities, but [Mayor David Miller] emphasized 'no decisions have been made'."
