Oregon Governor Unveils Climate Change Agenda. By Erik Seimers, BusinessWeek, October 27, 2008."Gov. Ted Kulongoski on Monday introduced a wide-ranging climate change agenda [PDF, 5 pp] led by a contentious cap-and-trade program to curb carbon emissions and incentives for growing the nascent electric car industry in Oregon. The governor's climate change agenda for the 2009 Legislature is broken down into four key areas: greenhouse gas reductions, renewable energy, conservation and efficiency and sustainable transportation. Key among the proposals is a plan for pushing Oregon's involvement in a regional cap-and-trade system for regulating carbon emissions. The Western Climate Initiative, a coalition of seven Western states -- including Oregon and three Canadian provinces -- last month outlined the framework of a cap-and-trade system that would start in 2012... Other highlights of the climate change agenda [include the] removal of the $1,500 tax credit for hybrid fuel vehicles in favor of a $5,000 credit for the purchase of plug-in electric or all-electric vehicles... [and] establishing a goal of net-zero emissions homes and buildings by 2030. The first step would be to increase energy efficiency to 30 percent for commercial building codes and 15 percent for residential."
