"Shoppers in Wales could face a charge of up to 20p if they use plastic carrier bags at the check-out. The levy would raise nearly £13 million a year, which would be used to fund Welsh environmental projects. And politicians believe it would reduce the number of plastic bags handed to shoppers by 90 per cent, from 583 million a year to just 65 million. Under the [UK] Climate Change Bill, due to become law next month, ministers will have the power to impose a standard charge. And on Tuesday the Welsh National Assembly's sustainability committee published a report calling for just such a levy."
