"In a shift from earlier proposals, the initiative, known as the clean power plan, will give states more flexibility than was envisaged a year ago to engage in interstate carbon trading to meet federally set targets. Vicki Arroyo, who has organised interstate talks as executive director of the Georgetown Climate Center think-tank, said 41 states were discussing carbon trading and other forms of interstate co-operation after a 2010 attempt to create a national carbon market failed in Congress. “It’s a bottom-up approach,” she said. Putting a price on carbon pollution is widely regarded by economists as the most cost-effective way to cut greenhouse gas emissions."
