Scotland Seeks to Become 'Zero-Waste'. By JennyHaworth, Scotsman, August 27, 2008. "Scotland has ambitious plans to become a 'zero-waste' country, where there is literally no such thing as rubbish... [and] everything would have a use, whether... compost or... fuel... [By 2025, the Scottish Government wants only 5% of municipal waste sent to landfills and 70% of waste recycled. However,] the construction industry currently generates [more] waste [than] any sector... a massive 48% of all Scotland's [trash]... Normal practice within the... industry [is] to over-order materials by 5%... In addition, about a quarter of the rubbish from building sites is packaging, such as plastic used to wrap up fragile materials
