Los Angeles to Deliver Free CFLs to Every Household. By Kerry Cavanaugh, LA Daily News, September 15, 2008. "In what appears to be the nation's largest giveaway of compact fluorescent light bulbs, the Department of Water and Power plans to hire crews to deliver 2.4 million bulbs to every household in Los Angeles. Over six months, the utility will leave bags containing two CFLs on as many doorsteps as possible… Although utilities and environmentalists have touted the benefits of CFLs -- which use 66% less power than incandescent bulbs and last 10 times longer -- residents have been slow to change. The EPA estimates that just 20% of light bulbs sold in 2007 were Energy Star-qualified CFLs… Despite the time and labor involved in the delivery program, DWP officials said it could be one of the utility's most cost-efficient measures to cut energy consumption. The utility spent $3.75 million to buy 3 million CFLs and will spend $1.2 million more for a contractor to handle the distribution, bringing the total to $5 million. The savings? As much as $84 million over five years -- roughly the life of a CFL. And if each household installs the two free CFLs, the DWP will see less demand for electricity and will have to buy less energy to fuel its power plants."
